UAE Constitution visualized Chapter 1: The Union goals and fundamentals The United Arab Emirates is an independent and sovereign federal state it consists of the following seven emirates: Abu Dhabi, the capital of the union, Dubai, Sharjah, Ajman, Umm al-Quwain, Fujairah, and Ras al-Khaimah. The Emirates are part of the great Arab world, and the ties of religion, language, history, and common destiny link it to it. The people of the union are one people, and they are part of the Arab nation. Islam is the official religion of the Union, and Islamic Sharia is major source of legislation in it, and the official language of the Union is Arabic. Any independent Arab country may request to join the union, subject to the approval of the Federal Supreme Council, which determines the number of seats allocated to this new member in the Federal National Council. The Federation exercises sovereignty over the lands and territorial waters located within the international borders of the member emirates, while each emirate exercises sovereignty over its lands and territorial waters in all matters that are not within the competence of the Federation. The Federation may not relinquish its sovereignty, or relinquish any part of its lands or waters. The Federation has its own flag, emblem and national anthem, and each emirate maintains its own flag for use within its territory. Citizens of the Union have one nationality, and abroad enjoy the protection of the Union Government. Citizenship may not be revoked or withdrawn from citizen, except in exceptional cases stipulated by law. The objectives of the Union are to preserve its independence, sovereignty, security and stability, to push back against any aggression against its entity or the entity of its member Emirates, to protect the rights and freedoms of the people to achieve close cooperation among its emirates, for their prosperity and progress, to provide better life for all citizens, and to respect each emirate’s independence and sovereignty of other emirates in their internal affairs. The Emirates of the Union constitute an economic and customs unit, where capital and goods move freely between the Emirates of the Union, and may not be restricted except by federal law. No taxes or fees are imposed on the movement of goods from one emirate to another of the member emirates. The Union's foreign policy aims to support Arab and Islamic issues and interests, and to strengthen ties of friendship and cooperation with all countries and peoples, on the basis of the principles of the United Nations Charter and international best ethics.
